.NET browser based game: Chat system

We have HTML mockups for game screens to be made into a C# .NET browser-based MMORPG, we need to convert all the elements (like text boxes and drop down lists and images) into .NET elements that can be used in our game website. The MySQL database with 4 tables will also need to be designed. See screenshot for the main chat screen and how it needs to be implemented. Features to implement after conversion: 1. Convert the HTMLs into .NET along with appropriate elements. Data is pulled from the database where needed (1 HTML file for the main screen, 3 divs for location popups: Map, Building, Room). 2. Chat function (by channels, represented by areas or rooms) where users can chat in text with other users just like in MMORPGs. The chat function should also allow for system messages (for example, show when a user enters the room or leaves the room). 3. Map popup where users can change their location (outdoors to building to room), changing the location also changes the chat channel. Please quote on a fixed price contract. Price will not change after the project starts.
