the background is there is a backend process monitors a windows folder, after it observes new file, it process it by first rename the file, then parse it with business logic then move it archive folder. Occasioanly the job failed, with thousand of files staged in the folder unprocessed. The goal is to design a monitor process. The monitor console program monitors the folder, every configurable interval, it checks the last modified date,if the file still exists after x number of minutes, the monitor console program need to send an email alert.
