Need coding for ws2812b based LED sign

Need someone to program for WS2812B strips preferably using ESP8266 or arduino uno/mega 2560.
I need a program that will display text on WS2812B strips, I have a setup with 8 led strips that will be used for this. The led strips are around 4 meters, each strip has 60/leds per meter. Each strip will connect to one dataport, so 8 ports will be used in this project. Nice but not crucial if code will work for strips up to 5 meter.
The program should let me;
- define the font to be displayed
- characters should be able to have variable width, maximum width should at least be 8pixels
- display static (not scrolling) strings of text
- read strings of text from a big list (10k entries, list is 280kb in size)
- when all entries are read, start again from beginning
- support unicode
- let me define font color and background color
- option to define multiple font colors and background colors and randomly choose one for next string on display
- let me define brightness
- let me define the amount of time strings will be on display
- let me define a pause between displaying a string and fetching a new one
You should;
-have ws2812b leds available to test yourself
-so that most debugging can be done by you
-be able deliver complete project fast
If you apply for this, please tell briefly about your previous experience programming for these leds. And give a timeframe of development. I imagine it makes sense to develop on existing libraries or code. No need to rush your proposal as I will at least wait 24h review proposals.
