h.264 Video Capture Directshow Streaming Software with Delay Capabilities

I require an application that will stream h.264 video via the usual protocols: UDP, TCP/IP, HTTP, RTSP, RTP, etc. The video will be captured via an AJA video capture card and will need to be acquired by their provided directshow filters which are available here: [login to view URL] This project may require you to have in your possession a supported AJA capture card. If not, a proof of concept will be required in order to award the project. Aside from the capturing and streaming capability, the application will need to delay the stream by a variable amount of time. For example, anywhere from 1 second to 1 hour, but generally we will be delaying the stream by half an hour or so. The delayed video data can be cached on the hard drive or in memory. Supported video resolutions and frame rates will be as follows: 1080i60 1080i59.94 1080i50 1080i30 1080i29.97 1080i25 720p60 720p59.94 720p50 Audio support will be required as well.
