Linux / Ubuntu / Boot CD with proprietary web browser

I am looking for feedback and ultimately a solution that can deliver the following. A Bootable CD that has a version of Linux as the OS. Can be Fedora, Ubuntu, perhaps PuppyLinux ? whatever gives the "best" user experience. The end users will be generally very basic computer users so the process must be very easy/friendly. In additional to this will be a web browser (preferably proprietary so it can be modified with graphics etc) so the user can access certain commercial web sites. The CD startup will need to be branded with a splash screen with graphics I provide. As part of the startup, a small application will check a file on the cd for a serial number, and go to a server to check if it is active. If so, it will run, elsewise it will terminate. I presume this app would be written in C++ ? Buyer will receive exclusive and complete copyrights to all work purchased.
