Proof Resizer and HTML Builder

First off: I currently am putting proofs from my portrait studio online manually. I have proofs already created automatically by the system I am using. I am taking these pre-made proofs and making them smaller to decrease possibilities of copyright infringement and loading time. Then I create HTML files for each of the orders that display a copyright notice and the proofs. This page has right-clicking and image toolbars disabled to stop copying of the proofs. Some orders have only 1 proof sheet, others have many. Then I am putting the orders in an HTML file where customers can access their proofs via their order number. I need a fairly simple application that will pull JPEG images out of a ZIP file according to their order number and name. Then I need them resized and the quality decreased. After this is done I need an HTML file created with the proofs. Then I need them FTP'ed to my server. I want to change the process I currently have for accessing the proofs however. I want the customers to have to enter their order number into a textbox as well as the date of their session to be brought to their proofs. I also would like for the customer to be able to order their portraits online with debit/credit cards. I do not want this done automatically however. I would like the order and the card number, name, and expiration placed into an encrypted file and sent to an email using an attachment. Then I will process the file from here. I will also need an application to decrypt the order and spit it into a text file. I hope this gives you an idea of what I need. Keep in mind however, Budget must stay low on this one! If it is good I will use you for a second similar project I need.
