Hello I can provide you Qrcode scanner app with customization you have mentioned, If you want I can also provide you a web interface/backend which will help you load all cards for event. And on app side you can scan and check if user is valid person, his data is exist via scanning card with qrcode then show a positive msg and note his date and time of entry else show error. I am fairly experienced in Android/iOS Development using Xamarin (Forms). During the Microsoft Imagine Cup competiton I managed to win the national finals in Germany with my Xamarin Project and got invited by Microsoft to the World Finals in Seattle. Xamarin benefits from ease to use with Microsofts awesome .Net QR-Code Input can be done using a camera interface, known to various QR-Scanners. The Logic behind it is fairly simple. By utilizing several design patterns, it will also be easy to extend the app with other features in the future (if needed). If the card-category can be determined via the QR-Code, this should be an easy task to do. All the scanned id-cards can be stored in a local database and could be exported to various formats (excel, csv, pdf, etc)
