creating software to download dedicated security reports(repost)

I am looking to find someone who can create such a software program that I can upload my security blank reports or documents to it and then have it customize the files into the clients very own forms with their own company logo's on the forms and yet it would know each client from a custom listing of logins/passwords and I want it to have a chat function included in it;so the clients can communicate from there office to the clients site and then have the client's employee login remotely[via pc,tablet,mobile,laptop] to the client's account and start his shift in which his login would be his clock in and vise versa;so when he logs out it clocks him out as well. As he works his shift he notes his report every hour or half hour or every fifteen minutes.(It should use microsoft office suite to make the documents,or excel for spreadsheets.) and then at the bottom of the report he finds a submit button and signature box where he can sign the report with his finger, that sends the report with his license Id # on it to his company and his companies client via email and forwards to the sheriff's or any necessary Law enforcement agency if needed. And it would have a calendar feature to handle the client's scheduling of employees and payment and create a report of hours vs dollars and show the company it's revenue +/- and help with invoicing clients. I also would like it to have a payment screen to renew their subscription to my software on a monthly basis. I also would like it to be available in the mainstream languages to the global world. So I can diversify it to more than just the western world.
