consoliodate data from a local app to the cloud and build a website around it - repost

Hi there, This a re-placement of this project, because the freelancer I awarded the project to is too busy doing other things. I have developed a small application that calculates savings when a computer is put in sleep mode through a special USB device. The savings data is collected in an SDF file. What I want now is the possibility of uploading the data to a cloud database (Azure?) and build a website around it, so we can consolidate the savingsdata. This is meant for a school project. The workstation needs to get several tags, so it can be a member of a group (for example: a grade, a school and a province) When the data is uploaded to the cloud database, the goup savings have to be displayed on a special website that also has to be developed.
