Collection of Free Directories with Relevant Page Ranks

Hello Freelancers, We are in need of a large number (more than 10000) of free directories (like for example DMOZ) list which accept to place our link in there directory for free (we donot want directories which require us place their reciprocal link in our website). We can pay upto 3 cents per directory of relavant PR. PR should be from 0 to 8. Also we need a great list of article submission sites (more than 10000).
