Hello, I am not bidding on this project and I am not starting an argument or being unfair so please don't think I am. I just want to let you know that to shoot in London you need permits that are more expensive that the budget that you have given. Also a licence to use an octocopter is also expensive and this would take a full day if not two days to shoot this. I just think an octocopter operator would be insulted by this budget. If you want this kind of thing on a smaller budget I would suggest looking for some stock. A website called pond 5 is good for this kind of thing. Hope you find what you are looking for.
