I am looking for someone to create a paper-like substance that will instantly freeze when introduced to a liquid. This paper-like substance will need to become instantly cold/frozen when submerged in a liquid but only has to last a short period of time until it will be thrown out as a one time use sort of thing. It must be non-toxic, 100% safe to consume the liquid that is introduced to it. Must be durable yet thin. If I were to take a sheet and cut it into smaller sheets, it must still create the same outcome.

This Material (Paper like) Can be material based with Amonium Chloride (NH4Cl).Amonium Chlorid is used to produce low temprature in cooling bath. But you are not mentioned to what degree you want to minimize and what kind solvent this material will submerged. The material can be porse containig free amonium chloride inside. if you give me details about your project I belive we will produce the desired material.
