Create animation from still photos

I have a running medal consisting of two assembled pieces: an outer ring, and an inner rotating maple leaf portion. We shot 1440 photos of each piece in in isolation with a 360 degree rotation (every 1/4 degree for 360 degrees) Our video editor assembled a 'reveal' video from the source material, that can be viewed here: [login to view URL] I would like to have a video (perhaps a GIF as well?), with the centre section, and the outer ring, in counter-rotation - something that could be played on a large screen monitor at a running expo booth. He explained that this is a lot of work with his tools, but relatively simple for someone skilled in animation, or using animation software to create. Once this is done, I plan a second project to create a banner ad using this base animation. I have the storyboard in mind, essentially starting from a super close up of the rotation, then pulling back so that the full rotating medal shows on the far left of the banner, and the event name and dates fill in the space on the right. I think it would be obvious to use the same contractor for both jobs, but I want to start with the project of just the image of the medal in counter rotation.
