automatic reciprocal link program

I want a php automatic reciprocal linking program installed on my server (a sub domain) that will do the following: Automatically allow entry of data for reciprocal link and – If link is present will generate links s tatic pages as shown on [login to view URL] (does not have to be exactly the same, similar to is OK) 1- links to be ordered by Google PR and reorder them as new links come in (highest PR at top) 2- program will generate and post a Thumbnail of Partner's site (max size 80X80 pixels) and post the Site's: Title, Description, and URL 3- links limited to 10 per page then program generates a new page ([login to view URL]) 4- Program will notify me by email of a new link (I must approve) before it is posted. 5- Program will check all reciprocal links weekly and will notify me by email if any are down – have a function to remove site from my list if the site is not linking back. I will expect the Service Provider to setup a demo (on their server as a subdomain) to make sure this program functions as I expect it to function before I approve the work. When I select a Service Provider put the money in a [login to view URL] escrow account.
