I will upload files (word,pdf,excel,ood) to mysql as binary files, blobs. All files shall be records with 4-5 extra fields with metadata. I, and only I should be able to upload and delete files. Files shall be arranged in categories. Four different types of users will be presented with a list of all files belonging to their category -only. They must be able to download the files, and perhaps sort them on alphabet, date added or whatever. Source code must be open and commented. PHP 4x. Nothing fancy needed, just functionality.

I'm a Canadian freelance programmer who is Brainbench certified as a Web Developer (BCIP), including certifications for SQL and PHP 4, and I've worked with MySQL and PHP a lot. Storing and retrieving BLOBs can be somewhat tricky, since files can be larger than MySQL's max_allowed_packet setting, but I know how to get around that limitation.
