ASP/ASp.net tool to email out access table data and add attachments

I am looking for a tool that will send a merged type form letter email from an access db. I will have a drop down where the user can first choose a primary key field to select the client. Then the letter will be created from both database field and template text. Next the user will have the ability to attach up to 3 files to the letter. Next the user will have a preview of the outgoing letter, and then the option to send the email through our companies external SMTP server. I also want this to write the date the email was sent to a particular field in the database. The outgoing email should be formatted HTML. I do need this fairly quick, and once received may need a few minor enhancements based on user feedback. Hopefully that was clear enough. I already have the database created on my end. I will provide email text and database upon bid acceptance. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
