convert standard HTML website to responsive Joomla or Wordpress design - repost

please see website [login to view URL] - I need a responsive design so that the website can be visible on mobile and website platforms. So, fixed width to be converted to adaptable width. Also I would like to have on the wordpress back-end the multilingual versions. Currently the website is copied 3 times as we didn't use a CMS from the start. Also, I have editors working on the different languages and have no clue of CMS and/or HTML. Therefore, I want the system to be intuitive for editors. Also, in the PROGRAMME BUTTON there is an area for WORKSHOPS. This displays a schedule that I would want for people to be able to view offline on their devices instead of online only or print. Further, we could avoid completely the use of a navigation menu at the top and instead use tabs below a slider in order to get to the point.
