Design/build an extendable framework for web site/web service.

I am looking for someone to build an extensible framework for a turn-taking engine. The engine will run as a windows service and IIS web service, providing a SOAP interface to end clients. A fuller specification is attached, but briefly, the system must be capable of creating and managing different groups of people and keeping track of whose turn it is in each group. The system needs to keep track of a list of items associated with each group of people and track who has bought which items from the list, along with a running total of the amount spent. People should be able to add timers to the system so that someone is chosen at set time periods. The system should send out emails and collate the results, informing the person who was selected the results. Some simple reporting functionality is required. You are encouraged to seek and use open source components to reduce development costs where possible. The quote should be for the implementation of the core service. I will be requesting bids separately for the web site(s), but will probably issue this work to the same person who implemented the core service. Therefore I will be looking for experience in both server and web site design. I will be looking for someone who will be able to phase the delivery and I am happy to discuss interim payments for work done during each phase. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) A Subversion repository containing all the source code and history. 3) A set of NAnt unit tests that prove the functionality of the individual components 4) A set of integration tests to prove the interation between the individual components 5) A NAnt build script to build / unit test / integration test the software 6) A SQL script that can be run to build the database schema 7) A WiX script to generate the installer 8) A sample web site that demonstrates the functionality of the web service 9) Some documentation describing the configuation options together with some sample config files to demonstrate the functionality available. 10) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 9) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform The system must be written in C# 2.0, using either Visual Studio 2005 or Visual Studio Express. The database must be SQL Server 2005 or MySQL. The service must run on Windows XP Professional Workstation (for testing) The service must run on Windows 2K3 Server (for production).
