Classified Ad type of referral website

We need a website that is similar to a classified ad site just like Ebay, only that it will invite posts from merchants who are not just advertising their products but are also paying for website members for their referrals to their products. This should have all the basics of the Ebay classified site, and additional features like a form for the member to send to the merchant their referrals, as well as provisions for both the member and merchant to tag and view the status of the referral.
