CREATE 2 WEB PAGES. COMPATIBILITY WITH ALL WEB-BROWSERS

I Need to create four web pages based on a photoshop image (two of this is just write a simple code). The web page must have most of the content in html (can include css), try to minimise the images just to icons. the page has a flash, some buttons, menu bar i'll provide all the content: -icons, logos, text and desing (you can propone some changes) THE WEB DESING MUST BE COMPATIBLE WITH ALL VERSION OF INTERNET EXPLORER (5,6,7,8 AND 9) content must be in SPANISH, BID JUST IF YOU CAN DO IT.
