Belly Reward system clone in HTML5 only

Hello. We have built an iOS application that works like Belly (consumer site [login to view URL] - merchant site : [login to view URL]) but we want to use it on Android tablets too. It works this way : - There is a tablet on the counter in any a small local business - Customer can grab a card, tap on a button that says "scan your card" and scan that QR code that is on that card on the tablet's camera and then - A new screen appear showing him the points he earned and the rewards that he can choose from. Now, user can : - like the local business on the tablet, probably through some FaceBook Connect function. - if user choose a reward, he receives a sms that says "Good, here is your reward, etc." - if merchant have set some promotional offer, it appears above the normal rewards list and user can also chose it There are other little functions, but those are the essential. All what i've described above is developped : - on a back office in PHP Symphony 2 and the front end is in a iOS application. - on consumer side, he can can grab a physical card or an Android App or iOS app for the card generator. The facebook like is is currently only thru mobile app. As i stated earlier, we want it to run on Android tablets too, and we will probably try to make it work on iOS tablet in that mode, which allow to avoid the 7 days delay of apple to validate any app change. I've heard that HTML5 have features that allow to make it possible with a reasonable speed and reliability. We are looking for someone to : 1st request - Develop the tablet part in HTML 5 or with any approach that we would like you to explain us first. I don't know approaches like PhoneGap or any simulator like that is a good way. But maybe we are wrong on this, just argument your approach. But this part is very simple, since there are only 2-4 screens to develop, this is why it's not a big budget projet for now. 2nd request - Optionally, you can implement the facebook connect stuff in real full facebook CONNECT mode from tablet that will allow to publish a lead capture form on user facebook profile.
