convert VB6 downloader to online php downloader

hi i have VB6 downloader scr and i would like to convert it to online downloader it will be something like : 1-upload user files 2-download files to the server 3-create a string with the params it must send to stub(options, url) 4-call my stub with this params 5-the stub create the final also there is some more features/options anyone can do this work ? thx
