copy and delete files from a web page (asp.net)

I need a web page (aspx vb.net) that will copy, rename or delete a file. the file functions are run on the local or LAN file system, not over the web. the web page will receive 3 variables (file source full path, file destination full path, and action to run copy/rename/delete) and then run the action designated. project must be in aspx/vb.net. Must run on [login to view URL] 2 or later (the rest of my site is 2.0). Must handle very large files up to 4 gigs or more. Must work if run on MAC and PC. I would prefer if the code was inline but not necessary. the page will need to display a progress bar for files being copied. again, the web app will receive 3 vars, run the action, copy files from the destination to the target on the local file system or on the LAN and that is it. thanks
