cPanel/WHM Script or Process to allocation Unique IP Address and Setup Private Name Servers

Hi, We are seeking information from people who have advanced skills with cPanel hosting. This project is not for you to actually implement anything. It is for you to provide information in the form of a document (after you win the bid) on how you would achieve the following task on a dedicated cPanel server: When a domain is added either via WHM or Cpanel Addon domains, how can a unique (non shared IP name based hosting) IP Address be assigned to the domain name, and also have [login to view URL] and [login to view URL] setup and assigned to the same IP Address that was assigned to the domain name added. We would prefer this to be done in a way that is scripted so that it happens automatically. We would want the TTL on the DNS for each site to be set to 15 minutes. I know it is possible to do all this manually either through WHM or Cpanel Addon Domains, but what we want is a proposal to make a cPanel app that will do all this for us. We don't mind if the app is interactive in asking us what subnet and ip address to assign to the domain being added (it would be better that way). Please get back to us with your proposed method of achieving the above. Remember, we are simply asking you to provide a document and costing in that document to actually do the work. Don't go bidding some outrageous some of money to convince us to do the whole project now. We will be choosing more then one bidder to provide us with their proposed solution and costing (probably up to 5 people). This document does not need to me more then 10 pages - it just needs to be clear on what you will do to make this work in a cPanel/WHM environment (we will have a VPS for you to do the work on). The end result will be an app, just like any other cpanel apps (like fantastico etc) that performs automated tasks within a cPanel/WHM environment.
