Convert incoming HTTP POST Request Body to Body, Headers, and Address

Basically, I'll start with, I know a good deal about computer programming, but have never really done much with website related things myself. I'm writing an application that will use HTTP Requests to send and receive data. However the platform I'm building it on doesn't support custom Headers in an HTTP Request. So, what I want is whatever sort of stuff (be it a PHP file that the request is directed to, or a small Java application or something) is necessary to receive an HTTP POST Request at a certain address, and then parse out the Body of the request to determine: An Address to forward the request to Any number of Headers and their content The remainder of the Body should stay in the Body of the forwarded request Then of course it should return whatever response is received back to the original sender of the request. I'm flexible on it, but I'd prefer if the required format for the initial body went something like: [Address=[login to view URL]]&[Header1=Content1]&[Header2=Content2]&everything-else-here-should-be-left-in-the-body So that would get parsed into: Host = [login to view URL] Path = /destination-for-request Header1 = Content1 Header2 = Content2 Body = everything-else-here-should-be-left-in-the-body Of course that's not quite formatted properly for a request. I'll host this file/application on my own server, if it matters, that server runs Linux, specifically Ubuntu 13.04, and the web server uses Apache.
