Component retrieves excel table and view the application

I want to make a joomla (or a user friendly interface) module or component like this [login to view URL] I want this application: 1. Has a backend interface that I can load an excel file (with two columns. first with the code, second with the description of the code) 2. It has multilanguage capabilities. 3. If the user don't find the code automatically pop-up the window and says send email.
