allow access from specific url

Hello, I would like to set up a simple rule where access is allowed from a specific URL. All other referrers will be sent to a web page saying "access denied". I'd like this to apply to the whole directory. In your proposal, please explain what technique you're going to use (.htaccess / on page code etc.) and why it is the best way to go. Thanks.
