Custom Blog Management Platform

Hey there.. I need a script that can do the following things. The script needs to be server side. 1) Install WP blogs from a set of blog files / database. For example.. I would upload the files and database for a particular group of blogs. And any new blogs would use these base files as the template to install. 2) Manage plugins, upgrades etc.. from one interface for multiple blogs 3) be able to group blogs together based on a project. It would be good to be able to have multiple group levels in each project. 4) be able to create sub domains, addon domains from this one interface for multiple servers & control panels 5) Be able to customize blogs from one interface. Meaning that an operator will be able to customize certain plugins without having to login to each blog individually. Ideally for each new blog there would be multiple steps to complete each blog, then each of those settings would be changed on that particular blog. This would include the choosing of themes for each blog as well. 6) Be able to check if blogs are indexed in the major search engines. 7) Be able to make changes to plugin settings, and then this would change on all blogs in that group or sub group. This is something I would need up and running as soon as possible. Please get back to me as soon as you can on this.
