Build a Rage Maker lookalike

Looking for a developer to create this: [login to view URL] I'm not a developer but as far as I can see there is no Flash in it, just HTML and javascripts. I need a very simple (and cheap) version of this. No need to have the props/emoticons with the categories. All I need from Toolbar is the image import tool and a Save button (which will create a new wordpress post for it). It must be also possible to change imported image's brightness and hue, as well as crop a portion of the image (I guess it also needs a selection/lasso tool then). You can use any existing javascript snippets that you can find from the internet i order to accomplish this, as long as they are not copyrighted. Thanks, El.
