Add ICMPv6 functions to Existing Library

Another coder was working on extending the PCAP4J project ([login to view URL]) to include ICMPv6. He left it half completed. The code is attached. I need someone to finish the job. ICMPv6 codes from 1 through 138 should have their own functions. Only 1 - 3 have been done. The functions are described at: [login to view URL] A sample program to execute should be coded for each function. Each function should be able to be called by an address provided as a parameter. The maximum I will pay is $150.
