Build a Website + Chrome plugin - repost

Hi, I need a simple site with basic, but nice design (CSS mostly). I think that mostly it is self explained on the images that were attached: 1. There are two urls added and described - URL_1 and URL_2 2. When the user has a Chrome extention installed and visits site with URL_2, he is alerted and shown messege with URL_1 as described. There should be a possibility, that only users registered via Facebook vote (but this functionality should remain optional to switch). The site should not be easy to get spammed. Captcha required. More detailed information later, but actually all functionalities are described in the pictures.
