database for managing website - windows or non-windows database

This is an easy job for a programmer who knows what he/she is doing. For now we are just looking for "comments" (and not actual bids) in order to find the right coder for this job. If you have several good ratings at RAC then make a "comment" and I will consider you. The objective of the database is to manage in and outgoing links for a website (from my site to other peoples sites). The database could either be hosted on a dedicated server (which also hosts my website) - or - it could be run from my local computer. Either way is fine by me. Whether the operating system and/or database used/suggested is Windows or non-windows is fine by me as long as the solution is userfriendly, stable and tested thoroughly (I don't want to sit there as a guinea pig all day to find bugs and then wait for them to be corrected etc - few bugs are okay but not too many - and not "obvious" bugs) The database (if run from my local computer) should probably be in MS Access but could be any database program that is widely used such as MySQL etc. I am not a technical person or programmer at all so I need someone who can "think and make decisions for themselves" more than involving me in technical matters. I can only suggest non-technical matters. I am looking more for a programmer with good RAC ratings rather than just a low bid. We are only looking for programmers that have at least 15 good rankings on RAC - and/or - programmers that are Expert rating certified in one or more databases. Programmers who have extensive database experience will be preferred as well as Expert Rating certified programmers. Full specs will sent to the coder/coders that I feel have the right profile for this project. I require to be able to communicate with the chosen/winning coder thru either MSN Messneger or yahoo Messenger. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform xp
