Add rotate image to VB6 code

We have a software which was created on Rentacoder which loads images of text books, finds a blank line close to the center of the page, and then splits the image into two separate files. We need to add a routine to the software which allows us to rotate the image so the software can accomodate uneven scans. We would want to have the ability to rotate in increments of .1 degrees of an angle. I have attached the code so the coder can see how we are handling the images. The rotation would have to happen in the findsplitline procedure.
