Create HTML pages from template and content

You must to transfer all rights to me. This is easy project for those who know what they are doing. Generaly this is simple HTML page generator with a few option for user to customize template. I need windows program which will take articles or other content and create separate HTML pages. Should accept .txt and .doc (ms-word) files as input. Input options: - all files in directory - one big file with setting: rows per article or separator with in file. Output must be HTML with output extensions: .html .htm .shtml .php HTML page must be generate from template. In template should be tag like %%EXAMPLE%% to replace with content and for use input. Must be at least tags: 3 user HTML code (user must have text area to enter that), content, rss feed, and keyword entered by user. User must be able to enter link to RSS feed which will replace RSS tags with contect from RSS feed. You must make 10 start template and user should be able to ad more. You do not need to provide HTML editor at all. HTML templates should be done by user outside of program. Program must ask user how many link on index page and create intex pages linked to articles/content pages. User must be able to decide to which separator change spaces in article content title (used as file name) like - _ none User must be able to choose if file name will be lower or upper case. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
