Access conversion project (similar to the Atlas program))

I have attached an old program called Atlas(they no longer support it, and i'm not sure if they are still in business). It is used to keep track of equipment/maintenance schedules and whatnot. I want you to take a look at it, and then make a near replica in MS Access(2000). (it's possible that I will accept the work in the form of a VB or VC++ .exe if that is easier for you) There is alot of information in there, so please look carefully before bidding. (unzip to a directory and run [login to view URL]) I would also like a time estimate on how long this will take. Please include this in your bid. It has to be fully functional, just as the original is. The winning bidder will also have to be available to make small adjustments to their Access program initially, so we can tweak it all to make sure it's working exactly how we want. After the initial tweaking(30-60 days, depending on what the initial program is like), anymore adjustments will be paid in the form of a bonus. I am entering a delivery time of 14 days. However, this can be extended, depending on what kind of responses I get from the bidding coders.
