Compleate Bluetooth Advertising Server

I need a application that runs on a computer with a usb bluetooth device and fuctions as a bluetooth advertising server. The server should work as follows: 1 Identification The application identifies the device based on its unique Bluetooth ID number and captures it for storage. 2 Queries After the identification process, the application queries its database (the is two databases, a local fall back one and a central one) to see what, if any, communication may have taken place with the mobile device in the past. Depending on the result of the query, the system initiates action to deliver content to the device based on a set of instructions. Instructions should be things as follows: *If user has already received advertising A, then send advertising B or C, etc. *If user has received a video file or text file, then send an MP3 or picture file the second time, etc. *If user enters area at 12:00 p.m., then send lunch coupon (picture) for a hamburger, discounted meal, etc. The application should be able to send many different file formats. The application should be able to keep statistics on how many times each ad has been received by a person and upload the stats to the central database. The layout should be as follows: Central Server: Only 1 Web Based (php/mysql backbone prefaired) Be able to set properties for each ad (such as where to display it, when, how many times or for how long etc) Be able to track stats for each ad or group of ads (how many times its been sent, seen, where etc) Have a section for generating printable reports for the ads or locations. Set pricing per ad/locations/packages etc. Ad Server: Scalable amounts. Application based. Has connection to internet. (but has local storage for fallback) Connects to the central server and downloads the ads set for its location (location is just set for each ad server on set up) Sends ads to bluetooth enabled devices in range (scanning all the time) As above it should only send an ad once per device. Keeps track of bluetooth ids and the ads that they received and where they received them and then uploads them to the central server. Will only shows ads as defined by the central server. If the server can not connect to the central server (i.e. internet is down) it should use the most recent information. Should be able to send bluejacking messages as well. Basic Customer Frontend: Web Based (again php/mysql). Look Professional. Not logged in: Let people see locations (Maps will be uploaded, or taken from google maps) Let people see sample results. How it works section. pricing. etc. Logged in: Create new ads, must be approved. Set up their adverts, locations, start dates, end dates, etc. View their reports of views etc. View their invoices. I need this done by the end of next week so time to complete will be a key factor in my choice. As will price.
