API to non XML support site

I want a programmer who is confident he can develop an application web based or PC based application no problem. Application to excute stock trade orders in the brockrage web site which doesn't support XML or provide API to thire web site. The data feed part is completed using java to our web site. The trading startegy and signal generating is completed in our web site. Based on the signal trades excuted on the brockrage web site. If developer decide to build PC application using other method such as programmer claim it can be done using delphi then it is ok. for datafeed no problem we are getting it from onother provider support XML for stock qutes only.
