Create a Website and Mobile APP like Roadie

I am not technically minded so need everything associated with a site like Roadie from scratch. Since this is going to be a new venture in a crowded and tried and tested product, I want to start this in order to obtain some experience. Consequently, I am on a very lean budget. I am happy to write out the wording to items like FAQ and help out where technical skills are not required. Ideally there should be a way for the person who is going to deliver the package to work out a route via the customer's pick-up address. I need the ability for the driver to upload a picture of the items to be picked up and for the site operator (me) to charge a commission if I so wish. I need to own the source code etc, require about 6 months support and the site should be easily amendable by me without needing professional assistance.
