Cross-platform App linked to an exiting website

Hello, We need a very simple Cross platform app, once installed the app will redirect the users to our mobile website. The app will have a nice layout like our web site and a menu linking to 3 or 4 exiting mobile web page (Jquery mobile). The app will notify users about new events and promos inviting them to open the app (rss feed are available on main web site) We don't need off line navigation. The apps have to be published on our accounts.
