Convert Magento theme from V1.2.x to V.1.4

We are planning to make a brand new Magento shop in V1.4 and would like to use the theme with template No. 23046 theme, VIPSTORE. But this design is only awalible in V1.2.x Would it be posible to convert it to V1.4? And any ide how much it will cost? And also we like to get a time estimate.
