Competition program

I need a program to hold results of sport competitions. It is very important that this application need not to be installed. It must be runnable from flash card, so no database is required. I want a cross platform application, so it must be written in Java. I need all .class and .java files. I need this application asap. The program must have following features: 1) Registration of competitors 2) Dynamic building of competition tree. It must be built according to the following rule: competitors from one city can not take part in one tour, if it is possible. 3) Forming the next tour competitors based on the results from the previous tour. 4) Defining the winners and saving results of competition as a web page.
