I can install the theme and customize it however you like. However, I will not make the logo. Brand identity is one of those things you should invest in. My advice is to take the rest of your $250 budget and use it solely to have your logo designed and even then you may still be paying too low to get what you need. For what I will do, I think $100 is fair. Im easy to work with and communicate very well.
