Designing and Development changes in existing CakePHP

Hi, My website is built on cakephp2.5 I am looking for few changes in the site 1. Add already existing form in theme pages 2. Mobile theme is already responsive but Eligibility, gallery and form is missing which needs to add 3. Add social media links at footer 4. When user enter his details which are storing in DB but admins are not getting user details in an emails which needs to be added 5. Already emailing functionality available, when we send email email will be sent to specific login id now it needs to be sent to specific mentioned contacts 6. Right now ones email sent we won't be able to resend it, resending option is required 7. Menu to be loaded good 8. Budget range is very limited as because all are few basic changes
