Create plugin for my question2answer website

Hello , I need payment plugin for Question2answer , There is additional button written ask paid question the admin can change the button text and location When the visitor click the button Will go to the "ask paid question page" The ask paid question page has the same fields which in the ask free question page but the categories is less because the admin select which category will appear in the "ask paid question page" from the admin panel if the visitor pay or not his question will be published on the website because he will click on next then he will redirect to the paid page if he pay the question will be marked in the admin cpanel in the tab which contains the options of the paid question and I will send the link of the question to who can answer the question The person who will answer it registered in the website as a normal user and he will answer the question then I will give him the money by myself monthly of his answers during the months You can add any payment methods But I want to add 4 methods to pay Pay by PayPal Bank transfer Credit Cards Mobile network Because there are many mobile service networks offer internet payment by the sim card balance mobile payment method appears just for the user in the that countries which available that networks The user select his country first then appear the available payment method in his country The payment methods for the countries selected by the admin in the admin panel > paid questions tab I need translation file to make it arabic rtl If your need any more informations please response the email
