Convert Product Graphics from Photoshop to Illustrator

I have a design for our product package insert card that was created in Photoshop, that I need to have re-created in Illustrator for the printing facility in China. The final product needs to be an editable .PDF file that still contains all of the illustrator layers in vector. The first job will be just 2 files as a test to see if the printing shop in China can print the file. (Front and back sides) There are 7 product sizes, so if this test file works, I will need 6 more unique flies converted. Each project has a back side that has no graphics, just text instructions, so the backs are simple. The files will ultimately be printed on a Heidelberg SM52 printing press. So to review, there is one .psd file to convert with graphics and text, and one .psd file with just black text only. If this first job works at the print shop, I will need 6 more files created for our various size products, King, Queen, Twin, etc. which can be variations of the original file, resized to the correct dimensions. I have uploaded .jpg files just for example, but will provide full layered .psd files for working with. The file called "right [login to view URL]" is an example provided by the print shop that is formatted correctly for their printing process. The bid for this job is to create the test file, front and back, with the possibility of 6 more double sided jobs.
