Design and Build a Website for a Law Enforcement Product

I need a talented web designer who is creative and brings new ideas. I am not looking for someone who can find and copy and paste templates. I need custom designs that are focused on details. I need a design professional. I will be hosting the site, but will provide you with a login to get it set up and running. I need unlimited revisions to make sure that I like the design upon completion. Please bid price, terms, and time frame for the first concept as well as time frame for revisions. I need a design for one home page and approximately 4-5 inner pages. The website is for a new law enforcement product designed to prevent pursuits.
