Build a teams website

I'd like to hire someone to build a website from scratch in PHP/MySQL, and I am shopping for a developer. There are three types of users: - Administrators - Team creators - Team members User signs up as a Team creator. He receives a verification email. The team creator clicks on the email verification link and is redirected to a setup page. In this page he chooses a personalized URL, a name and a geographical location for its team. Doing this creates a team subdomain in the language appropriate for that location. The team creator chooses the pricing model. There are 4 different pricing model: a free one and 3 paid ones (paid ones point to an additional page where team creator enters payment information). After selecting the pricing model, the team creator then enters all details for his team (name, address, access code, motto, logo, clubs, club captains with contact information, etc.). The number of fields the team creator will be able to see depends on the pricing model he chooses. Team creator can enter as many details as he knows, save them and edit/resume later if necessary. A "percent complete" bar indicates how many details have been entered and how many team members have joined each club. Team creator communicates subdomain URL and access code to Team members. (This happens manually, outside of the website, so no coding necessary for this feature.) Team members visit the team URL and enter the access code. If the access code matches the one on file, then they will be able to register as team member users (but just for that specific subdomain). After registering the team member will receive a verification email. The team member clicks on the email verification link and is redirected to a profile page on the subdomain where he can enter his first and last name, his email, his phone + the same information for his spouse + first name of one or more kids. Each kid can be associated to one or more clubs. Team members should be able to delete their profile at any time. At any time, team creator and team members can access a directory listing the team information (previously entered by team creator) and a directory of all team members divided by clubs (this is the info entered by each team member). Directory can be printed or downloaded as PDF/Excel/plain text. Personal information security is the main concern. Main site and all subsites should work with encryption certificate (https://) Second priority is usability from non-tech-savvy users. We already have a very simple template I'd like to use, but I am open to recommendation as long as the site looks clean and simple. Administrators can access/edit/block/delete all subsites and profiles. Admin page contains statistics about subsites (total number of subsites, users per subsite, percentage complete per subsite). Main site and all subsites should be localization-ready. This means that developer should create different language files so that each field label is in the chosen language. Coding should be in PHP.
