Convert HLP ( RTF ) help files to good looking HTML help

We are looking for someone to convert our current help files to HTML help files. We got the sources RTF, we also ask to make them look good ( add graphics and/or fonts and/or colors ). We got 7 help files to convert for 4 products. Each product has 2 help files one in french and one in english ( except one which is english only ). If you can only validate content of those in english it would be ok for us. What we mena by validating is trying to use the help to use the software and tell us if you understand or not and what could be done to make it more understandable. If you find bug also you are welcome to report them and bonus could be given to those who find these. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
