I require an experienced electronics engineer to design to some PCB's from scratch.
Board 1 will be used in an ROV (Remotely Operated Vehicle). Some of the requirements may be slightly ambiguous if you don't keep this in mind. If you don't know what an ROV is, it would be wise to have a read up on some before bidding, as it will be essential to know a bit about its operation in order to fulfil the requirements of this project.
The first board in question is to be rather small so as to fit in a tube no more than 100mm in diameter. This board will control all the functions of the ROV underwater, such as the motors, lights, attached accessories and have all the sensors connected to it.
This is what's required of this board:
1. 4 motor speed controllers to be added that can handle up to 40A to a brushless DC motor
2. 2 PWM controllers to control 2 LED light pods
3. A digital compass that will work underwater
4. A pressure sensor that will measure the depth at which the ROV is underwater (this will not be directly attached to the board as such, but needs to be able to connect to it, so a port is required)
5. An accelerometer to measure the speed at which the ROV it travelling through the water
6. A gyroscope to measure the attitude of the ROV underwater
7. 2 temperature sensors, one that will measure the temperature of the ROV inside and one for the water surrounding it
8. A continuity tester to measure when there's a water leak, and therefore, ingress into the system.
9. A port where attached accessories such as sonars and manipulator arms will connect to (this is not directly on the board itself, but rather needs to be a connector where by fly leads may be attached to)
10. A way of interfacing this board to the second board (surface board) so that the commands from the surface board may be translated into the ROV
11. A DC-DC converter to take a large voltage and current from the surface and convert it into a lower spectrum for use in the ROV
12. A booster system to transmit signals and image from the camera to the surface, which may be as much as 500m away
Board 2 is a little more complex. It will need to run an embedded software package (which I have posted as a secondary project), display what the camera sees, as well as the output of all the sensors from the ROV. I can supply examples of other models available on the market if necessary.
Key fundamentals of this board include:
1. The ability to connect an open frame LCD. This will become the integral display for all the ROV functions.
2. All the control systems need to run through this board, so it needs to have interfaces for joysticks, switches, dials, USB connectivity and more.
3. The software package is installed on this part of the ROV, so it needs to be able to store the software and firmware. Additionally, there must be the facility to store data received from the ROV, such as images and video, along with telemetry.
4. The ROV will need a level of automation, so inherently, the control system from this board should be able to link with the software to provide a more-or-less autopilot system for the user.

This project requires some haste as the schedule is tight thanks to another time waster from Freelancer, so there's not much time to get this done. Please discuss any matter with me before committing to the project, as it's very important to get this done right the first time.

Based on my experience I would dare to give you a first advice: before splitting the project into PCB design and software development, given the level of undefinition of the project at this early phase, I would recommend you to do a previous project to develop a prototyp (mockup) of what you need. This prototype would let you have an idea of what parts will be needed, so you can have a BOM before you start designing the PCB, and also will let the developer of the software to have a clear idea of what parts are available and how to interface with them. If you split the project into software and hardware so soon, you will probably have to redo the PCB a lot of times before it is definitive.
By the way, my offer is based on my current rate of 32$/hr, estimating 20 hours of work to help you define that prototype.

I see this as a complex project, and any bidding (either time or money) at this point will be just kidding and will end up in unpleasant surprises.
My understanding of the scope is:
- Complete hardware development (Schematics, Layout, board fabrication, assembly, board bring up)
- Complete software development
Whatever i have quoted (time and money) is just indicative, and cannot commit on them until we come to common understanding.
Additionally, hardware cost will be at actuals for me to make a prototype.
i have prepared a rough high level architecture (of my understanding).

Your PCBs will be designed to the highest quality based on my 20 years experience. For that I need your design as well as a list of the components you have used in it. If you are about to use this board in depth of 500 m or more, be aware that you need to deal with temperature controlling too. I also may have some suggestions on your design, if you use this device to gather information and secure delivery of the informations is a must in your design.
