Clean up PDF file(easy)

I have two PDF files that I need someone to go through and make a simple edit by removing the header from each page manually. You will need Adobe Acrobat, not the reader and not a similar program, but the full adobe acrobat program. Here is what needs to be done: Load the file, at the top of each page is a header which is a separate element that you can click on and it will be selected(highlighted in blue), then hit the Delete key and it will be deleted. You can NOT do this by cropping all pages. The header must be deleted from every page manually. You can NOT use the add/remove header footer feature because these are graphic elements placed on top of a scanned page and not actual headers. I tried using the delete header feature and acrobat said it could not find headers. I am sure these headers were added by some non standard, non adobe pdf maker. Maybe you can use one of the non standard programs to remove them but I have no idea which one was used to add them. UPDATE: I checked properties and ABBYY FineReader was used to create the document, no it is not password protected and can be edited, I have edited it already with adobe acrobat. Some bidders requested the file, I cut 5 center pages out of one of the files. The header says "Reproduced at the national archives" and is at the top. All pages look exactly like these. The sample is attached. The first document has 1019 pages The second is 281 pages I have deleted the first few but it is slow and I get bored quickly so I want someone to go to each page, click on the element, delete it, then save the result after all header elements are manually deleted. If you can use a script, macro or know a shortcut that would be great. Final deliverables are the edited PDF files with no headers, pages can not be croped in any way, file must be exactly the same other than the header removal for both files.
